Fixes #6951

Proposed fixes:

  • This PR fixes the config UI render issue, when config schema is updated via the extension.
  • Only the components which are specified in the schema are rendered with their helping text in admin/config.html form.

Features:

  • includes tests covering changes
  • includes updated documentation
  • includes user-visible changes
  • includes API changes
  • includes bugfix for possible backport

@amercader , We can close this PR in favour of #7729. I have resolve the branch conflicts.
