Missing "Add Dataset" button for organizations editor #954

When you add a user as editor to an orginization the button "Add Dataset" is not displayed for that user in the organization view, although he can add dataset to that organization. However when the user is set to admin the button is displayed.

in org/read_base.html the wrong permission is checked

also we need to rewrite logic.auth.package_create to understand orgs better to get this fixed.
