Expose Link#_openPanel

Currently it's a private method which is the action of Ctrl+K and the link button. So if anyone wants to plug an external UI, that piece of functionality will be needed. So either these should be link feature's public methods (there's also _hidePanel() but it's less important) or perhaps we should expose this as a command.

One could ask now what the link command does? It only applies the link, the UI is separate. Question is how to now expose ways to communicate with this UI.
