Because hoisting is cool and speeds up CI: lerna/lerna#507.

We can also think about hoisting for the normal work.

Lerna b35 failed to run due to lerna/lerna#566, so we're waiting for a new release.

Upgrading to Lerna b36 and hoisting shortened build times from 6 minutes back to 3 minutes :).
