Display general info on a centre if a restriction/filter mentions that centre

Displaying the general info only in the particular centre pages is not enough. Let's catch cases when someone filters the full list of recommendations by centre, and in such cases let's display info on that centre at the top of the recommendation list.

I am not sure how urgent this enhancement should be. It feels a bit cosmetic, now that I imagine how that would work.
Since we are now going to have multiple selections possible across several fields, we would have to catch cases where it so happens that someone filters by centre and that only a single centre is selected. Hmm, it feels a bit like something for when we're very bored and with no pressing issues in the queue. I'm hesitating about a "nofix" here.
