format-recommendations pre-release, March 2021

This is an internal release after a substantive changed aimed at (a) eXist DB upgrade from 3.x to 5.x, and (b) data model modifications to introduce formats as separate but related to standards (in an m:n relationship), as well as (b) new visualizations of format recommendations (not available from the home screen yet).
This version contains very few format-description files, while a lot of issues need to still be sorted out by the CLARIN Standards Committee.
