Change the proxy so that it can be invoked by the runtime, rather than running as a system service.

Related: #155.

API: Shutdown on unregister

Signal the proxy to shutdown when unregisterVM() is called. Note that
the shutdown cannot be immediate: it must first send back the response
frame and wait for the hypervisor to stop.

Fixes clearcontainers#164.
