Add novnc package

novnc is the default remote console type for OpenStack devstack and Kolla. It's better to have this support.

The package name for both Ubuntu/Centos is novnc:
apt install novnc

It seems to me that without some integration with these stacks, that just integrating novnc by itself isn't really useful, since it would require significant user configuration to actually make run, is that correct?

My understanding is we just need this novnc package, and websockify(Already included in clearlinux).
nova will help do the configurations in the context of OpenStack.
