Allow user to assign a default command when shift/alt/control right-clicking on a file.

A new setting instructs the contextual menu
extension to act on files when Ctrl key is held down
while opening the contextual menu.

This has been implemented, at least for the only key for which I could get it to work (Ctrl). Feature will be in next release, tentatively known as 15.0.
