Use gh cli to download Github Release from public repo.

Hello,

Can I use gh cli to download publicly available GitHub releases without GitHub authentication. I would like to use such command in my script for customer to download GitHub releases and perform next operations. However gh cli ask for auth for this.
Can you please help if there is some better way to do it.

e.g.

[root@91c449829bd8 test]# gh release download build-dependencies --repo https://github.com/Seagate/cortx

Hi, right now this is not possible. We may allow this in the future #2680, but for now, you will have to set either the GH_TOKEN via environment variable or go through the gh auth login flow to do this. Authenticating also helps to avoid hitting the hourly rate limit for requests which is really low for un-authenticated requests.

curl allows to list the releases:

curl --silent https://api.github.com/repos/:owner/:repo/releases | jq -r '.[0] | .name, .tarball_url, .assets[0].browser_download_url'

and then download them without any rate limiting, but it would be less ugly to do via gh, especially inside GitHub Actions.
