Azure - container host receives all successful write events #4678

Related to #4669

We just filter to successful write events, which hopefully removes the bulk of the noise, and then rely on our secondary filtering to schedule policy executions.

Plenty of optimization we can do here to make the event lookups more efficient, but I believe this will get it working.

The only untested line here is a log line, I think I'll let the patch go on this one (net coverage increase) ...
