For bosh_deployer public gem, use 0.8.1
For bosh_deployer built from edge, use latest public microbosh stemcell

A continuing workaround to #115 & cloudfoundry/bosh#56

Going to come up with a different way to determine how gems & stemcells/amis are selected & paired up
