Remove community postgres ops files

Remove the community postgres ops files. The community postgres-boshrelease seems to be out of maintenance (last Postgres version is 9.5).

What customer problem is being addressed? Use customer persona to define the problem e.g. Alana is unable to...

Alana does not want to use a database whose support ended 3 years ago.
