TOC should decide if it wants to add end user seat(s)

In the discussions prior to establishing the TOC, it was suggested that the TOC itself should consider if it wants to expand itself to include one or more end user seats.

A model to review for how end users are added to the TOC, and how the TOC might qualify someone as representing the end user community, can be seen in the CNCF charter: https://github.com/cncf/foundation/blob/master/charter.md section 6(b) in the charter version posted on September 26, 2020.
