Publish compiled binaries

For example, as github release artifacts like https://github.com/cloudfoundry/cli or to s3 like https://github.com/cloudfoundry/bosh-cli.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.

fyi: We have added shipit job to publish a new release:
https://github.com/cloudfoundry-incubator/uaa-cli/releases/tag/0.0.1

We still need to make changes to the pipeline to also attach the binaries / notes to the GH release
