Set the CLUSTER_CIDR and SERVICE_CIDR when deploying clusternet-agent to k8s control-plane, which is not running as static pod.

@taanyasingh We need to update the doc https://clusternet.io/docs/installation/install-the-hard-way/ to show how to set the CLUSTER_CIDR and SERVICE_CIDR when deploying clusternet-agent to k8s control-plane, which is not running as static pod.

Just as codes in https://github.com/clusternet/clusternet/blob/main/deploy/agent/clusternet_agent_deployment.yaml#L71-L76 showed.
