Make the location of phalf/pfull in the tables easier to understand? #31

In the current DR (at least as of version 1.00.05), phalf and pfull are at the clim frequency (time2 axis) in Amon, which is not very intuitive. That's something inherited from the original CMIP5 Amon tables. I notice there are several other variables using time2 in Amon

On the other hand, phalf and pfull at the actual mon frequency can now be found in CFmon!

It could make more sense to have:

Fair comment ... but too late to change now. I've created a CMIP7 issue (cmip6dr/cmip7_forward_look#23 ) ... the issue may disappear if we manage to rationalise how tables are handled.
