Update CUDA to version 8.0.61

• update CUDA to version 8.0.61.
• update nvidia drivers to version 375.26
• fixed upstream:
  Profiling applications using nvprof or Visual Profiler on systems without an NVIDIA driver resulted in an error. This is now reported as a warning.
• fix the CMSSW installation of nvvp and nsight.
