[G4][VecGeom] Update Geant4 11.1.0 and build g4/dd4hep with default flags

Fixes cms-externals/geant4#66

• Update Geant4 to version v11.1.0
• Build geant4 and dd4hep with default flags ( i.e. no explicit -O2 -NDEBUG )
