CMSSW not tested on SSE-only platforms

Following the finding in #40733 and related issues I believe that CMSSW software is untested (and not validated) on SSE-only platforms that apparently still populate the grid but for instance not available anymore at CERN.

This is particularly relevant for fat-libraries such as Tensorflow (and glibc as well).
