Change PreMixing input tags to read CSC information from unpacker

Forgot to change CSC input tags to read information from unpacker rather than directly from digis once the Post_LS1 customizations were changed. Hangover from the late arrival of the CSC packer/unpacker.

What does it mean that this branch is up-to-date with the base branch? These changes are not in the latest IB, for example? I'm confused...

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_5_X IBs once checked with relvals in the development release cycle of CMSSW or unless it breaks tests. This pull request requires discussion in the ORP meeting before it's merged. @davidlange6, @Degano, @smuzaffar
