update relval scripts

1.) Rebased to head and tested with full set of RelVal samples based on CMSSW_7_5_X_2015-08-08-1100

2.) Major changes below:

• update GEN-SIM and mixing/premixing input samples
• remove duplication of fastSim minbias input parameter in baseDataSetRelease
• back port dataset name changes for some workflows
• officially using CosmicsSPLoose_UP15 to replace Cosmics_UP15 as Muon POG requested and tested several rounds.
