Reco luminosity lumi db pileup infrastructure additions #1171

Add script pileup_ReCalc_Lumis.py that can be used to apply LS-by-LS luminosity corrections (such as Pixel calibration values) to pileup JSON files. Small change to estimatePileup_makeJSON.py to keep up with format changes in lumiCalc2.py.
