Quiet errors from missing RCT payload, which is expected for MC #13311

For Stage-1 (2015) RCT readout capability was added, and an unpacker, but an MC emulation for this payload was never developed. This PR quiets errors from the resulting oft-encountered situation that the RCT payload is missing.

This is of little interest to anyone!

This pull request is fully signed and it will be integrated in one of the next CMSSW_8_0_X IBs after it passes the integration tests. This pull request requires discussion in the ORP meeting before it's merged. @slava77, @davidlange6, @Degano, @smuzaffar
