• code change is in line with the description; the same code change as in 81X version Seeding of L2 muons: propagate L1 cands to ME2 if propagation to MB2 fails  #14505 6565a2d
• jenkins tests pass and comparisons with baseline show no differences; this is confirmed with higher stat tests done locally. This behavior is different from 81X version. It looks like the overlap muon L1 (OMTF) emulation in this release is different.
