Fix 2016 FG bits for MB trigger in 81X #14534

This update modify the FG calculation to accomodate the 2016 uHTR FW. The FG bits in 2016 are used to deliver minimum bias trigger.

A new Pull Request was created by @icali (Ivan Amos Cali) for CMSSW_8_1_X.

It involves the following packages:

SimCalorimetry/HcalTrigPrimProducers

This pull request is fully signed and it will be integrated in one of the next CMSSW_8_1_X IBs (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @slava77, @davidlange6, @smuzaffar
