CTPPS: XML file with RP positions at 15sigma and no margin - backport of #14797

Backport of PR #14797 from CMSSW 81X

Geometry/VeryForwardData/data/2016_ctpps_15sigma_margin0/RP_Dist_Beam_Cent.xml contains the RP positions for CTPPS physics runs in 2016: 15sigma + zero margin.
