This is the PR for tag l1t-tsg-v9.2 of L1T offline code.

With respect to l1t-tsg-v9.0 (merged in 81X) it contains new LUTs for new (Sept 2016) calibration constants and spike-killer plus a fix in jet emulator to deal with saturated towers.
With respect to l1t-tsg-v9.1 it contains new LUT for Tau Iso Option 22 (previous was Option 5).

This PR is rebased on CMSSW_8_1_X with l1t-tsg-v9.-
