pr81x pA era in L1T emulator

This is a 81x PR.

• Introduce era pA_2016 option in Calo configuration
• change parameters in HI calo configuration file, as discussed in Heavy Ions L1T emulator for 2016 cms-l1t-offline/cmssw#432.
