Make L1MuDTTFConfig thread safe

Minimized the number of statics which could be obtained from L1MuDTTFConfig
and made the remaining ones atomic.
This allows the last thread_unsafe::DQMEDAnalyzer, L1TdeCSCTF,
to be converted to a DQMEDAnalyzer.
