Update GENSIM recycling for Run1, 2016, and HI standard relvals

• Run1 and 2016 standard relvals gensim have been refreshed in 9_2_4
• HI relvals were redefined in 9_3_X. Updated gensim recycling to 9_3_0_pre1 for standard HI relvals.
• Removed GENSIM input for superceded HI MinBias
