Fix for cosmic workflow

Adding siPixelClusterShapeCache to cosmic wf and reintroducing pixel quality tests removed recently ( #19447 )
tested with cosmic WF 7.2

A new Pull Request was created by @boudoul (boudoul) for master.

It involves the following packages:

DQM/SiPixelPhase1Config
RecoTracker/Configuration
