activate 2018 PU workflows

In preparation for next year, activate the PU workflows for the 2018 scenario.

The design workflow is left inactive until an appropriate minbias sample is generated.

Looks like DAS doesn't know about this datasets.

@prebello, @fabozzi I guess the IB tests expect to be able to reuse signal GEN-SIM that is not available from the latest relvals. Can the missing ones be submitted?

Hi, yes that is the reason. We have submitted the workflows to create the missing GENSIM.

Hi, the GENSIM datasets have been announced right now. However the ZMM_13 is failed because of the framework issue in the 10_0_0_pre1 release (that workflow has a filter applied at GEN level).
