Fix clang warnings in RecoTracker/DebugTools

Clang warned about these functions hiding virtual functions of the base class, that are fixed here by using the correct signature and adding the override keyword.

• Technical: also the replacement of MeasurementTracker with a MeasurementTrackerEvent in the arguments of the method is made to provide the same signature as the base class, and it will have to be taken into account by the callers (apparently none by now in CMSSW)
• Jenkins tests pass and show no differences

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine).
