Add configuration for reading LHE files into Herwig7.

These are the Herwig7 settings used to read in and shower LHE files. Let us know if this should go somewhere else, or there are already plans to include these settings in some other way in CMSSW.

It is based on the example available in $HERWIGPATH/LHE.in, with the following changes:

• The PDF is set to NNPDF31_nnlo_as_0118. This can be modified by the settings in CH2 or CH3 configuration (or in some other configuration file)
• The LHE filename is set to cmsgrid_final.lhe
• The top mass is set to 172.5 GeV (default is 174.2 GeV)
