EventSetupRecordImpl now uses std::vectors instead of std::map #25763

The proxies and their associated keys are now stored in two synchronized std::vectors rather than a map. This is in anticipation of further EventSetup changes.

The FWCore/Integration warnings are most likely not from this pull request and are instead already seen in the IB, e.g. This is now fixed with #25764 |
