first version of TrackTriggerObjects for 620_SLHC9

Added classes into DataFormats/L1TrackTrigger and various producers and test examples in SLHCUpgradeSImulations/L1TrackTrigger, to produce the "L1TrackTriggerObjects" that are used e.g. in L1Menu studies.

Tested together with #2713. Tests 10000, 10200, 10400, 11200, 11400, 11600, 11800, 12000 and 13000 pass all steps. Tests 12200, 12400, 12600, 12800, 13200 and 13400 fail in step 2 with known errors (see https://twiki.cern.ch/twiki/bin/view/CMSPublic/SWGuideUpgradeGeom#Status_of_run_TheMatrix_workflow).
Test 12800 (Extended2023TTI) still fails because of a configuration error which is being investigated.
