Added new Run3 relval to the list

PR description:

Added missing relval ZTT to Run3 14TeV list in order to compare with 13TeV in standard validation campaign. And update QCD workflow name to be consistent with 13TeV workflow.

PR validation:

This relval has been submitted in 10_6_0 campaign and successfully completed for validation campaign. We need to add it permanently to the list from now.
