Added a README file, fixed some bugs and added a small search feature for the html.

Hi,

I took these changes on top of CMSSW_7_0_0_pre2, ran the unit tests and the Relvals. all tests passed.

I dont have a new one ready since #861 this one. I'm still fixing some things and making sure it's okay in safari.
