The ZombieKillerService uses its own thread to periodically check that the job is making progress. If a sufficient time has passed with no progress the job will be terminated.
To avoid having the _THREADED IB RelVals get stuck for forever we now use the ZombieKillerService

Added a service to monitor the job and if no progress has been made after a preset time limit, the service terminates the job. This service has been added to the customize function we use for the threaded framework.
