Introduce SiPixelDynamicInefficiency payload inspector

PR description:

This PR adds a stub of SiPixelDynamicInefficiency payload inspector, for the moment only for the mapping of the inefficient ROCs behind broken DC/DC converters, currently included with the SiPixelDynamicInefficiency.
More updates will come later.
I profit of this PR to introduce in commit fbece95 default file names for the SiPixelDetInfoFileReader similarly to what has been done for Strips in PR #33888.
