This looks like fixing the errors in the IB for GPU workflows even if no CUDA-capable device is detected: good! |

PR description:
This PR addresses an oversight in #34948 that
PixelCPEFast
ESProduct expectscms::cuda::ESProduct
can be constructed also without GPU. ThePixelCPEFast
really needs to be changed to not require such behavior, but that may be best to be left for larger reorganization of the CUDA ESProducts. Therefore this PR does only a quick fix.PR validation:
Workflow 136.885501 runs on a machine without GPU.
