Added py3-beautifulsoup unittest

• Added unit test for BeautifulSoup python package. It is used by https://github.com/cms-sw/cmssw/blob/master/Utilities/StaticAnalyzers/scripts/postprocess-scan-build.py only. Unit tests makes sure that we can catch the errors at build/update time.
• Cleaned up local copy of BeautifulSoup from cmssw ( https://github.com/cms-sw/cmssw/blob/master/Documentation/ReferenceManualScripts/python/BeautifulSoup.py ) and use it from py3-beautifulsoup4
