As stated:

• follows the discussion in in Fix Dependency violation in L1Trigger/L1THGCalUtilities #32257 in the context of the general issue Make generic package for sim track extrapolation #22575;
• drop FastSimulation dependencies from L1Trigger/L1THGCalUtilities/plugins/ and moves them to test/;
• move all the ntuplizers to test/.

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine).
