Update of HLT GTs for MC to 2023 conditions

This PR updates the "auto" GTs used in HLT tests on MC to use the 2023 MC GTs updated/introduced by AlCa in #40445.

(There is maybe an outstanding issue with #40445 (see #40445 (comment)), but that problem already applies to phase1_2022_*, it is not specific to phase1_2023_*. This means it is somewhat orthogonal to this PR.)

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @perrotta, @dpiparo, @rappoccio (and backports should be raised in the release meeting by the corresponding L2)
