chrono: sync with upstream

• sync with the upstream repository (https://github.com/fwyzard/chrono.git)
• reorganise the directory structure to better separate from the other tests
• adapt the BuildFile.xml

tested in a local area on top of CMSSW_7_2_0_pre5, should enter an IB to make sure the BuildFile.xml customisations also work inside the release area
