New HLT jet ptave filter allowing to specify eta ranges for tagging/probeing jet

This is a new HLT jet ptave filter allowing to specify eta ranges for tagging/probeing jet - needed for double jet triggers for JEC determination. Since this consists of two new files (and minimal changes in SealModule.cc) I would like to ask for exceptionall addition to 7_2 series, despite release is closed for new features. This is crucial for development of new paths for jetmet group
