The jenkins test errors are unrelated and due to 'L1ExtraRecoDQM' removal!

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_4_X IBs unless changes (but tests are reportedly failing).

Well, this jenkins error has nothing to do with this PR; current RelVal tests also suffer from it:
