PFEGamma fix to prevent refined SCs with both EB and EE clusters

Refinable objects in the EB and EE were being linked together by low pT tracks.
Fix by enforcing clusters from different parts of the ECAL to not be merge-able.

• The crash reported in https://hypernews.cern.ch/HyperNews/CMS/get/datasets/2820.html is gone
• no differences in performance in regular tests
