Are there any user-facing changes?

1. Not using outdated snapshots and maintaining inconsistent snapshots with the OpenRaft framework
2. Not using temporary snapshots results in inconsistency with the maintenance of the OpenRaft framework
3. Do not create snapshots with the same raft index
